The hosts were in cruise control by the interval as they led 3-0 and they would have had an even greater advantage but for Doumbia missing his second penalty of the first half.
Maxime Lestienne turned the tide, however, when he scored twice in eight second-half minutes, but PSV's hopes of snatching an unlikely point were dented when Santiago Arias was sent off 10 minutes from time.
With Manchester United beating Wolfsburg 2-1 at Old Trafford, it means all four teams in Group B are tied on three points after the opening two rounds.
PSV's problems began as early as the seventh minute when a corner struck the stationary Joshua Brenet and the ball dropped kindly for Ahmed Musa to smash home from close range.
Doumbia sent a shot over after smooth link-up play between Mario Fernandes and Zoran Tosic but CSKA's second goal arrived after 21 minutes. Tosic and Fernandes combined down the right again and the latter delivered a fine cross on the run which the unmarked Doumbia headed home.
Doumbia put his name on the scoresheet again when PSV goalkeeper Jeroen Zoet felled Tosic and the Ivorian tucked away the penalty for his fifth goal in three games.
It should have got even better when Arias brought down Musa just inside the penalty area a minute before half-time, but Doumbia wasted the opportunity to wrap up his hat-trick when he blazed the penalty way over the crossbar.
PSV held hope, and Lestienne rewarded mounting pressure on the hour when he turned home Adam Maher's pass after good work by Davy Propper.

Lestienne soon crashed home a spectacular effort past Igor Akinfeev and they poured forward in search of an equaliser, but PSV were reduced to 10 men when Arias collected a second yellow card for fouling Musa again and CSKA held on for the victory.
